It is certainly possible to export or convert videos in ARF format to Windows Media Video format (.wmv fikes) with the WebEx player. Unfortunately it doesn't seem like the software supports the conversion the other way and thus direct wmv to arf conversion seems unlikely. But perhaps through some clever middle step conversion it's doable.
Simply put, it is impossible to convert WMV to ARF directly.
Thus, there is no so-called wmv to arf converter or a free online .wmv to .arf conversion tool.
