It doesn't seem very possible to create a Canon CR2 digital image from a .tif picture source. Digital RAW photographs are recorded by digital cameras with all the additional setting and metadata and cannot be created with just a software. What is actually very common is export of RAWs to TIFF format, which is the opposite conversion.
Simply put, it is impossible to convert TIF to CR2 directly.
Thus, there is no so-called tif to cr2 converter or a free online .tif to .cr2 conversion tool.
