It is extremely unlikely that you can find a tool that can convert TIFF graphics to Corel CDR format, or otherwise perform tif to cdr conversion. The only way how to reliably produce CDR files is to use CorelDRAW and it's Corel Power Trace (Raster ► Convert to Raster) function that can be used to convert raster graphics to Corel.
