It doesn't seem feasible to directly convert .themepack files to .theme files with some kind of converter. However, when you apply a THEME in Windows Vista and later you also have the option to save and share the theme, which saves it as a THEMEPACK file and vice versa.
You can also lookup the current THEMES in the C:\Users\User-Name\AppData\Local\Microsoft\Windows\Themes, which is hidden by default.
The database currently does not contain any themepack file converter.
