In case that you need to convert svg scalable vector graphic to pdf, the most convenient way how to export SVG as PDF document, would be to use some of the free vector graphics editors like GIMP or Inkscape. Of course same is also possible with other, commercial vector based software like Adobe Illustrator or similar, which should all have export to PDF as default function.
You might also use the File ► Print function to print your SVG image as PDF, provided you have a virtual PDF printer installed. This can be done using any program capable of at least opening / viewing SVG images.
