It is not possible to directly convert Call of Duty: Blackops II Sound Files to MP3 Audio Files (.sabs to .mp3 conversion). There is, however, a simple two-step workaround you can do.
First, convert SABS to FLAC, which you can accomplish using the Black Ops II Audio Dumper utility. Then you just easily convert FLAC to MP3.
