Every time users import some document (like RTF) to Google Docs and save it there, a .gdoc link file is automatically created and saved in their computer. This file then acts as link to the document stored online, but does not actually contain the document itself. So rtf to gdoc conversion is not doable in proper sense, but you can generate gdoc files this way.
Simply put, it is impossible to convert RTF to GDOC directly.
Thus, there is no so-called rtf to gdoc converter or a free online .rtf to .gdoc conversion tool.
