Unfortunately making embroidery designs from rasters is no simply task and there are no converters that can magically turn your picture into embroidery design. You have to use dedicated embroidery software for that.
How to create embroidery design for Janome machine from PNG picture?
It is not possible to create embroidery design files with just some common graphics editor, you will need a specialized software for that. Raster sources (like PNG files) are far from ideal source, because embroidery designs are vector base, still it is doable, just requires require extra work in order to convert png to jef successfully.
You need to look for embroidery tool that offers some kind of digitizing function, i.e. something that can be used to turn raster graphics into vectors and add specifics parameters for the embroidery machine, including stitch types, stitch density, underlay stitches, pull compensation, satin culumns, patterns, colors and many others. This function can be found under many names, but works pretty much the same.
An experienced graphics designer might be able to create embroidery design from any image, but a special digitizer software will be required. Some embroidery software can also possess basic digitizing function that can convert raster image to embroidery, but that's usually far from perfect.
As for Janome JEF format, Janome Digitizer is the obvious choice in this matter. Several alternatives exists, most notably Wilcom EmbroideryStudio or Embird. Pretty much any software that supports Janome files and offers some kind of digitizing function will do.
