Reliably converting Adobe Portable Documents to Adobe Illustrator Artwork (.pdf to .ai conversion) appears to be possible, in case the .pdf files were saved in the original Adobe Illustrator program with the option 'save for editability'.
Other .pdf documents cannot be properly imported, and will not be editable
Alternatively, you could try using programs, such as CorelDRAW, which allows users to save/export projects as .ai artwork. Your best bet, however, remains using the original Adobe software.
