According to some sources, Samsung NPF backups are just renamed Microsoft Access databases (.mdb), so simple renaming of the extension from npf to mdb should be enough to restore the association. If that works, you can then use any database converter to export the data to CSV format and from that it's just a step to convert csv to vcf with some of the available contacts utilities.
The database currently does not contain any npf file converter.
