The most convenient way to achieve mpp to mpx conversion, i.e. transformation of older Microsoft Project files (.mpp) to newer .mpx version from latest editions of the program is to of course use MS Project. If you do not have access to Microsoft Project, you will have to use some 3rd party solutions, for example the free GanttProject.
