It is likely that jpg to exp conversion is possible, but in order to create a vector based embroidery design format (like the Melco .exp files) from a bitmap picture (for example a .jpg file) you will need a special program for that. Such conversion of raster pictures requires dedicated "digitalizer", a software that takes a bitmap picture and processes it to vector based design.
