In order to create embroidery designs (.emb) from a common JPEG picture (.jpg, .jpeg) you need to use a special embroidery software that has a digitizing function, i.e. a feature that allows the software to create a vector based design from a bitmap source. The result greatly depends on the complexity of the original image, so you might be a little disappointed if you try to digitize a photograph for example. Such jpeg to emb conversion will work best for simple pictures though, like logos.
