It doesn't seem possible to just simply convert EXE (Windows Executables) files to XAP (Silverlight packages) files with some kind of exe to xap converter. This would require you to decompile the .exe file and reprogram the app for use as Ajax application. That is a work for a programmer and it is unlikely a conversion utility for exe to xap conversion exists.
Simply put, it is impossible to convert EXE to XAP directly.
Thus, there is no so-called exe to xap converter or a free online .exe to .xap conversion tool.
