Several programs from Autodesk should be able to import .dwfx an simple export them as PDF, but not everyone has access to these expensive programs.In case that you do not have access AutoCAD for example, you have to rely on 3rd party solutions for dwfx to pdf conversion. Considering DWFX format is based on OXPS specs, it might be worth trying to rename the extension from dwfx to oxps and view the files using XPS Viewer in Windows 8/10 and simply use File ► Print function with virtual PDF printer installed.
