It seems that .ced files are saved on SD card in JVC digital cameras if the card itself is formatted with unsupported or wrong file system. In any case, a .ced file seems to be just few kilobytes in size and is likely index or contains just some metadata so there is really no way how to convert it, or recover it to a video file (for example as the original MTS file).
Some users had some success with importing .ced file in iMovie for Mac, but this might be just because the actual video track (.mts, .mod) was also recorded along the .ced files. This means that iMovie just used the .ced file as a link to the actual video recording and could import it. But in majority of cases, only .ced file is present and no video track so no import or conversion is possible.
Simply put, it is impossible to convert CED to MTS directly.
Thus, there is no so-called ced to mts converter or a free online .ced to .mts conversion tool.

Understanding CED and MTS file formats
The CED file format is typically associated with AVCHD video recordings, often found in the AVCHD folder structure of camcorders. These files are metadata files that help in managing video recordings but do not contain actual video data. On the other hand, the MTS file format is a high-definition video format used for storing video on Blu-ray discs, AVCHD, and HD camcorders. MTS files contain actual video data and are widely used for high-quality video playback and editing.
Why convert CED to MTS?
Converting CED to MTS is often necessary when you need to extract and utilize the actual video content from a camcorder's AVCHD folder. Since CED files do not contain video data, converting them to MTS allows you to access and edit the video footage.
