Character Studio biped files (.bip) are supported in 3ds Max and as such it should be possible to somehow convert BIP data and use them for .3ds iles, so in this sense bip to 3ds conversion is certainly doable. Perhaps the same can also be done with some other 3ds Max alternatives, but unfortunately we do not know about any.
